上海党政人才交流制度研究
摘要
为政之要,首在得人。上海党政人才交流制度研究,既是操作
性很强的实践问题,又是政治性很强的理论问题。建立科学的党政
人才交流制度,是上海今后一个时期深化干部人事制度改革的基本
目标之一。随着改革的推进,上海各级党政部门和学者纷纷开始关
注党政人才交流制度的改革问题。
在对上海党政人才交流制度进行现状分析时,本文提出了当前
党政人才交流制度工作中存在的“能下”交流突破难、交流目的定
位难、逆向交流操作难、专业交流贯通难四大难点,并从经济体制
改革的深化、干部制度改革的渐进性、干部工作中的“人治”因素、
社会保障机制脆弱等角度,分析了党政人才交流问题之所以长期得
不到解决的深层次原因。
本文的创新之处在于,对上海党政人才交流制度进行对策研究
时,不是单纯考虑交流制度的架构问题,而是从建立制度的总体目
标、基本思路及交流制度体系出发,提出了具体对策:以群众公认
为主体,确立党政人才的评估体系;落实科学党政人才观,在选用
管理上建立“三条通道”;坚持党管人才原则与市场机制结合,突出
党政人才能力、绩效开发;以制度创新为前提,加大制度对党政人
才交流机制运行的推动力;坚持人岗对应原则,健全配套政策。
在提出具体对策之后,本文又从晋升交流重在落实科学发展观
和正确政绩观;平行交流必须体现量化指数和强制性;下派挂职交
流体现有计划地向基层倾斜;交流层次体现上下互动、纵横沟通;
跨区域交流突出公开公平竞争择优等方面对如何推动上海党政人才
交流制度的顺利运行作了展望。

ABSTRACT
The key point of the Politics is to have enough talents. The Research
on munion System of Party and Government Talents in Shanghai
is a practical question with strong feasibility as well a theoretical issue of
high political sensitivity. One of the basic subjectives of deepening the
innovation in the Cadre and Personnel System, is to establish scientific
Communion System of Party and Government the reforming,
more and more Party and Government Department and scholars pay
attention on the question.
While giving the analysis on the status of munion System of
Party and Government Talents in Shanghai, this article raises four
difficulties munion System as difficult demotion, difficult location,
hard munion, specific munion. Also,the
article analyses those deep-rooted unresolved the questions in
Communion System of Party and Government Talents from defferent
aspects, as deepening of the Economic Systems Restructuring, the
undergoing Cadre and Personnel System Innovation, the factor of
personel management, the fragility of social security system,etc.
