上海公安机关建立人力资源管理体系的研究

摘要

公安机关履行着打击犯罪维护治安管理交通等重要职能要发
挥好上海公安机关的这些重要职能就必须建立起一支与上海城市发展
相适应的高素质的公安队伍长期以来上海公安机关沿用的传统人事
管理手段已越来越不能适应形势发展的要求要全面提高公安机关的
管理效能和公安队伍的战斗力就必须从传统人事管理向人力资源管理
的转变建立上海公安机关人力资源管理体系是当务之急本文首先论
述了现代人力资源管理的核心理论管理思想以及发展趋势阐述了传
统人事管理向现代人力资源管理过渡的重要性然后对上海公安机关的
队伍管理现状进行了分析找出了上海公安机关在人力资源管理方面存
在的问题并说明了在上海公安机关建立人力资源管理体系的必要性
最后就如何建立上海公安机关人力资源管理体系从警力资源需求预
测与调配绩效考核体系警察培训制度警察职业生涯规划和公安机
关团队精神等五个方面展开了论述提出了有针对性的对策和措施本
文紧密结合上海公安队伍实际进行了大量的调查研究同时参考了国
外警方的先进做法对公安机关建立人力资源管理体系进行了有益的探
索为建设高素质的公安队伍提供了合理的建议

ABSTRACT

This paper demonstrates the importance in transmitting the traditional
personal management to modern human resources management through
analyzing the core theories, management thoughts and development trends of
modern human resources management. Then this paper analyzes the status of
personal management in Shanghai public an and the main
problems existed, pointing out that it is necessary to build resources
management system in Shanghai public an. At last, this paper
gives several countermeasures and mendations on building human
resources management system in Shanghai public an from five
aspects of police resources estimate and preparation, performance assessment
system, policemen training system, policemen career plan and collectivism
building in public an.
Closely linking with the practice in Shanghai public an, on the
basis of lot of investigation and research, and with reference to the essful
experience from abroad, this paper makes valuable explorations on building
human resources management system in public an and makes
rational mendation for building high-quality policeman team.
