上海工商行政管理部门支持浦东配套改革政策研究

摘要

2005 年 6 月 21 日,国务院第 96 次常务会议批准上海浦东新区进行
综合配套改革试点。在上海浦东新区进行国家综合配套改革试点,是党
中央、国务院依据科学发展观、构建社会主义和谐社会、纵深推进全国
改革开放的重大战略决策。
本文从浦东开发开放以及综合配套改革的大背景出发,首先着重论
述浦东综合配套改革的特点以及上海工商行政管理部门按照市委、市政
府“继续高举浦东开发开放旗帜”的指示精神,积极支持浦东综合配套
改革试点,出台的围绕行政许可政策、企业发展政策和市场监管政策三
个方面的包括扩大投资者主体范围政策、试行企业年检申报备案制、允
许人力资本出资等主要政策。文章通过对上海工商管理部门各项推进浦
东综合配套改革的政策所产生的积极成效来阐明在这项对上海发展有着
高度战略意义的工作中上海工商行政管理部门致力于积极支持和促进浦
东新区综合配套改革试点,着力转变政府职能,充分发挥和履行了工商
行政管理部门的应尽职能。其次,本文试图在对政策成效论述的基础上,
通过对上海工商行政管理部门支持浦东综合配套改革的各项政策已产生
的效果和浦东综合配套试点的责任、目标以及在与促进长三角一体化联
动发展目标之间存在的差距进行原因分析,并从国家、上海、区域民间
组织和上海工商行政管理部门四个不同的层面提出相应对策。
本文以国内外政府和社会组织等不同层面的经验为借鉴,采用比较
研究和案例研究的方法,以治理理论、博弈理论、听证理论为指导,寻
找其解决思路,研究各级政府和各类社会组织在解决问题中的作用。

RESEARCH ON THE SHAIC POLICIES IN THE
OVERALL SUPPORTING REFORM IN PUDONG

ABSTRACT

On June 21, 2005, the 96th conventional meeting of the State Council
authorizes Pudong to carry on the overall supporting reform experiment site.
Carries on the overall supporting reform experiment site in Pudong is the
Central mittee, the State Council based on science development
view, constructs the socialism harmonious society, the depth advances the
nation reform and open policy the significant strategic decision.
The thesis develops from Pudong opens as well as the overall supporting
reform the big background to embark. Firstly, by investigating a series of
policies and institutions made and established by the department of Shanghai
Administration of Industry merce in the process of backing up the
pilot overall supporting reform in Pudong, the thesis emphatically discusses,
in terms of SHAIC, how and what should be done to facilitate the pilot
overall supporting reform in Pudong, a mission of highly strategic
