上海高校毕业生就业中的政府行为研究
摘要
高校毕业生的就业问题关系到经济的发展和社会的稳定,一直受到党
和政府的高度重视。以上海市为例,虽然政府在高校毕业生就业中已经做
了很多工作,但还是存在很多不足。本文希望通过研究这一过程中的政府
行为,为营造高校毕业生宽松的就业环境创造良好条件。
本文首先对就业的含义及特点、高校毕业生就业的含义及特点进行了
阐述,并对高校毕业生就业中的政府行为做了界定。其次,通过回顾我国
高校毕业生就业政策的演变、概述上海高校毕业生就业中的政府行为、对
比国内其它三个直辖市和国外的政府行为,总结出政府行为在高校毕业生
就业中的作用。然后,分析了上海高校毕业生就业的现状,从学生就业观
的引导、落户政策、政校企三方的沟通、就业过程监管及就业指导等方面
指出了政府行为缺失的表现。最后,对如何优化上海高校毕业生就业中的
政府行为提出对策:明确价值导向、完善政策调控、加强监督管理、拓宽
指导服务。

THE GOVERNMENT ACT IN COLLEGE GRADUATES
EMPLOYMENT IN SHANGHAI
ABSTRACT
The employment problem of college graduates is always paid great
attention by the munist Party, for it has influence on economic
development , and social stability as well. Shanghai government, for instance,
has made a lot policies on college graduates employment, but there still exsit
many ings. This research aims at making better conditions for a relax
employment circumstance.
Firstly, the concepts and characteristics of employment and college
graduates employment are briefly introduced in this article, on the base, the
definition of the government act in college graduates employment is made.
Secondly, this paper shows the effects of government act on college graduates
employment, which e to conclusion by review of the changes for
employment policy , summarizing the government act in college graduates
