文档介绍:上海交通大学硕士学位论文上海市区级卫生监督机构工作绩效评估研究姓名:张克虹申请学位级别:硕士专业:公共管理指导教师:万晓玲200506124上海市区级卫生监督机构工作绩效评估研究摘要现代政府以向公民和社会提供优质高效的服务为宗旨,以提高绩效为目标绩效评估作为一项有效的管理手段在公共部门管理中被越来越多地使用加强行政机关效能建设提高办事效率提高服务公众的质量已经成为各级政府都对公共部门的必然要求目前上海市区级卫生监督机构工作考核方式不尽如人意但针对卫生监督机构的绩效评价的研究国内尚未见相关的成果发布基于这样一个背景徐汇区卫生局立项由徐汇区卫生监督所联合复旦大学卫生事业管理教研室开展了卫生监督所组织绩效评估体系和方法课题作者作为此课题的主要研究成员本文是该课题研究的阶段性成果之一本文以绩效管理理论为基础借鉴了美国政府对公共服务效果和成就评价指标体系的研究成果通过理论分析和实证研究结合目标管理理论和平衡计分卡方法提出了区级卫生监督机构绩效评估指标体系并以徐汇区卫生监督所为个案进行了实证研究本文认为区级卫生监督机构绩效评估指标体系具有一定的可行性和实用性一方面使得卫生监督机构绩效考核有章可循另一方面也将进一步引导改善内部科室和个人考核制度尤为重要的是5根据评价指标体系所进行实证研究结果为同类区级卫生监督机构绩效评估的开展建立了标杆从而为改进绩效策略提供了依据关键词卫生监督机构绩效评估公共服务6THE RESEARCH OF THE PERFORMANCEEVALUATION OF THE HEALTH INSPECTIVEDEPARTMENT IN SHANGHAIABSTRACTModern government aims at offering the service of high quality tocitizen and the society. At the same time, it also aims at upgrading theperformance. Evaluation of performance, as anefficient measure, hasbeen suffered the extensive concern in the management of public the construction of administrative structures,improving the working efficiency and offering better service to the publichas been essential to the government of all ranks. At present time, inShanghai, the work investigate mode of district-level health inspectiveinstitute in each boroughs is not so satisfactory and there is hardly anyresearch on evaluation system of performance in health on such a background, health inspective institute ofXuhuidistrict in cooperation with the staff room of public health management inFuDan University, plunged into the research of the performanceevaluating system and anized by health inspective is a preliminary account of the result from the research mentionedabove in this article. Based on the management theory of performance,taking the researching result about the indicator system of the appraisalon effect and plishment of public service by the USA governmentfor reference, making good use of the theory on object management
