上海青年民间组织发展的研究

摘要

随着改革开放的不断深入,我国社会加速转型,导致社会结构、
社会生活出现了很多新情况、新现象。一些传统社会组织面临挑战,
一些新型社会组织应运而生。从上海青年组织的情况来看,出现了许
多由共青团等机构培育、管理的专业性青年社团和以大中学生为主体
的活动性青年社团;还出现了一大批依托网络发展而兴起、通过网上
结社而形成的青年民间组织。一方面,新兴青年民间组织以各种形式
活泼、成果有效、范围广泛的活动为载体,满足了现代社会青年人群
的多层次需求,而另一方面新兴青年民间组织这一组织形态在现行法
律体系、制度设计上的地位尚未得到完全确认,在管理上还存在真空
地带。本文从上海青年民间组织的发展入手展开研究,对青年民间组
织的特点、发展轨迹、管理运作情况、社会参与情况、青年民间组织
的功能作用进行了分析归纳,提出了青年民间组织存在的普遍性问
题,即合法性问题、合理性问题、资金来源问题、内部管理以及能力
建设问题、社会认知问题等。同时,青年民间组织还有其特殊的困境,
主要是“虚拟性”困境、发展的困境和组织的困境。根据存在的问题,
提出了政府、共青团组织、青年民间组织自身要转变观念、通过健全
民间组织法律体系、降低青年民间组织准入门槛、优化登记程序等措
施,积极营造有利于青年民间组织的制度环境;通过拓宽青年民间组

织筹资渠道、吸纳青年精英人才等措施提高青年民间组织能力建设,
以及青年工作组织在工作理念、工作机制、组织保障等方面开展创新
探索等对策,明确了共青团组织扶持青年民间组织健康发展的作用和
责任。

RESEARCH ON THE DEVELOPMENT OF
YOUTH ANIZATIONS IN SHANGHAI

ABSTRACT

With the development of reform and opening up, our society is
transforming quickly, which is leading a lot of new situations and new
phenomenon in social structure and social life. Some traditional society
organizations face challenges, and some new anizations have
emerged. From the perspective of Shanghai anizations, many
professional associations which are nurtured and managed by the
Communist Youth anizations emerge. At the same time, a
large number of new youth anizations which relying work
emerge. On the one hand, these new youth anizations meet the
various levels needs of the young people in modern society, and on the
other hand, these new youth anizations are not fully confirmed in
the existing legal system and the status of the system design. The youth
organizations management still exists in a vacuum zone. From the
development of Shanghai youth anizations to start, the article
analysis the characteristics, the development path, the management
operations
