上海中心城区老年照护服务体系的研究

摘要

自 1979 年在全国率先步入人口老龄化社会,上海人口结构呈现
出老龄程度高、速度快、高龄化突出和未富先老四个特点。在上海的
中心城区,一方面由于历史积淀、资源紧缺,不少社区的老年人密度
相当高;另一方面,高昂的地价限制机构化养老设施的发展,狭小陈
旧的公共服务设施又难以解决日益高涨的老年照护需求。
为此,笔者在对当前上海中心城区老年照护问题进行大量调查和
研究的基础上,从实证分析和理论研讨入手,针对老年人高龄化和家
庭小型化的社会发展趋势,对构建上海中心城区老年照护体系进行了
可行性分析,围绕家庭、社区、机构三联动的老年照护服务体系,提
出构建以社区照顾为基础的中心城区老年照护服务体系的设想,旨在
让全市老年人充分享受现代文明成果,真正实现老有所养、老有所医、
老有所学、老有所教、老有所乐、老有所为,推动经济社会的协调发
展。

THE RESEARCH OF THE SERVICES SYSTEM
FOR ELDERLY IN SHANGHAI DOWNTOWN

ABSTRACT

Since 1979, Shanghai has gone into the aging society firstly over the
whole country. The population structure of Shanghai has four features:
high degree and speed, dominant in advanced age and going to the aging
society under a less developed economic background. On one hand, in
the downtown areas of Shanghai, munities are substantially
densely-populated with the aged in view of its long history and scarce
resources. On the other, the high price in real estate has restricted the
development of facilities for institutionalized nursing of elderly.
Furthermore, the narrow and dated facilities of public service have failed
to meet the ever increasing demand for the care of elderly.
Then on the basis of numerous surveys on the current issue of the
care in Shanghai downtown and the essful experience and practices
of elderly care, the es to the conclusion that the dominant
practice of elderly care in the downtown areas is to provide a
family-centered long-term care bining the advantage of the
plete public services and unique surroundings. Meanwhile,
the essay undergoes an analysis of the plausibility on the construction of
elderly care system in the munities of Shanghai. On the
basis of that, the essay lists some suggestions around elderly care system
of interaction among family, community and institution in Shanghai
