保险在轨道交通工程风险管理中的应用研究

摘要

中国的轨道交通建设正处在一个初步阶段转向高速发展的过程,而
轨道交通建设的管理模式逐步向 EPC 模式发展。而在轨道交通工程的
建设过程中面临复杂多变的不可避免风险,威胁着轨道交通工程的顺利
实施。
本论文首先介绍了中国轨道交通建设行业的发展现状,随后系统的
介绍了工程风险管理的理论和程序,用风险管理的理论结合工程实践,
站在工程总承包商的角度对轨道交通工程建设期间的风险进行了系统
的分析和研究。在此基础上利用目前保险市场的有效供给建立了轨道交
通工程风险和保险产品的匹配模型,并建立了保险成本和收益曲线模型
分析其经济性,最后建立了以保险为基础的轨道交通工程风险管理程序
和模式,并探讨了各环节操作原则和规范。
本文希望能探索并建立一种基于工程保险的轨道交通工程建设期
间的有效风险管理模式,是符合国际惯例,并具有现实意义的课题。这
有利于提高中国轨道交通建设相关企业的风险管理能力,帮助其在国内
外市场拓展轨道交通工程项目。

THE RESEARCH OF INSURANCE APPLICATION IN RISK
MANAGEMENT OF SUBWAY ERECTION PROJECT

ABSTRACT

The subway erection is at high speed and booming period, while the
project contract model are developed into EPC model. There are many
complex and unavoidable risk in the subway erection period, threatening the
normal proceeding of the subway erection.
Firstly, I introduce the subway construction development in China, then
interprete the systematic engineering risk management theory and procedure,
analyze the risk existing in the subway construction period with experience
by the contractor’s view. Based on these analysis, considering the effective
insurance supply, I establish the match model between risk and insurance,
then get the insurance cost and revenue curve to analyze its economic
application, then establish the subway construction risk management
procedure and criterion base on insurance, analyzing the effective operation
procedure.
I want to study and build up an effective risk management model based
on insurance in the subway erection is an international and operative topic.
It is every useful and valuable to enhance the panies’ risk
pentance and help them to develope the local and
international subway erection market.
