摘要
当今世界是一个突发事件频频发生的时代任何社会都不可避免地会遭受各种各样的
突发灾难从而产生公共危机危机不仅造成人民生命财产的巨大损失对经济和社会的
基础设施造成巨大的破坏也会引起环境的恶化阻碍社会的可持续发展对社会的管理者
—政府而言目前迫切需要正视的课题是如何通过一套比较完善的公共危机管理机制进行
有效危机管理增强政府的危机管理能力和整个社会对危机的应对能力
具体到上海这样一个特大型城市政府危机管理显得尤为重要如果对潜在危机处置不
当会引起灾害链的放大效应而处置得当则可激活城市在科技管理人力等方面的优
势呈现缩小效应因此本文从危机管理的理论出发选取高层建筑为切入点在对上海
高层建筑发展进行简单介绍的基础上分析高层建筑过多发展可能存在的危机探讨政府针对
目前上海高层建筑比较突出的危机隐患施行管理措施和处置对策的优劣考虑到随着上海这
个城市的快速成长新的隐患和危机也在快速成长政府面对的并不仅仅是高层建筑危机这
一项如何有效及时平和地处理所发生的危机事件已经成为今后一定时期内政府必须重
视的大问题因此通过梳理美日国家的政府危机管理体系作为借鉴从完善政府危机管理体
制入手对如何重视和加强政府危机管理进行初浅的探索同时结合政府危机管理理论对
上海政府危机管理提出了一些需要进一步发展和推进的个人建议

ABSTRACT

Now, the es into a new era with high frequency of emergencies.
None of the societies can evade the breakouts of all sorts of catastrophes, which
leads to the public crisis. Crises inflict heavy loss of people’s life and property,
undermine the infrastructure of economy and society, bring the deterioration of
environment and thus impede the sustainable development of society. As far as the
government - the handler of society - is concerned, it is presently urgent to face
squarely the subject of establishing prehensive mechanism for public crisis
management. Therefore, the government can improve its ability of crisis
management and practice it effectively, and the whole society may deal with crisis
much better as well.
For a metropolis like Shanghai, it is especially important to have the
government crisis management. If the potential crisis is not dealt with properly, it
will cause magnified domino effect of a series of disasters. Whereas, if it is disposed
of properly, it may activate the city to fully exert its advantages in science and
technology, management, manpower and etc., and thus es up the
minimized effect. And thereby, this ar
