摘要
本文首先分析了大学技术转移中大学、政府、企业、中介机构等
各要素的特点及其在技术转移过程中作用,从而对大学技术转移运行
机制进行了界定。并在此基础上对美国大学技术转移运行机制进行深
入分析,结合我国目前技术转移运行机制现状,分别从环境机制、动
态联盟过程机制、保障机制三方面得出对我国大学技术转移工作相应
的启示和借鉴:一是鼓励学科交叉研究和自由探索式研究,营造良好
的学术氛围;建立良好的社会环境,促进大学技术转移与社区经济共
融发展。从而为大学技术转移奠定坚实的基础;二是政府、大学、企
业各方面应共同努力形成动态的联盟过程机制:调动大学、政府、企
业三方积极性,形成有力的大学技术转移动力机制;有效组织校内外
资源,构建规范化的组织机制;寻求多元化的投资主体,形成多层次
的投入机制;拓展技术转移渠道,形成多元化的合作转化机制。三是
三是建立制度化、程式化、精准化的技术转移评估机制、长效的技术
转移绩效评价机制以及法律保障机制,保证大学技术转移工作的高效
性。

TECHNOLOGY TRANSFER AND ITS ILLUMINATION
FOR CHINESE UNIVERSITY
ABSTRACT

In this paper, firstly, it will define university technology transfer
mechanism through analyzing the characteristics and functions of the
main factors of university technology transfer. Secondly, compared with
the university technology transfer mechanism in USA, according to the
technology transfer actuality of Chinese university, it will optimize
university technology transfer mechanism from three aspects which are
circumstance, dynamic alliance and guarantee: 1. In order to build up a
good learning atmosphere for university technology transfer, teachers and
students who are with different background should be inspired to research
jointly and freely; a munity environment will insure the
development of university R&D munity economy, which will
establish a good foundation for technology transfer. 2 The dynamic
alliance should be established in the endeavors of government, university,
society and corporation, strong impetus of technology transfer, effective
technology transfer framework, plural transformation mechanism, various
investment mode are necessary in university technology transfer. 3 In
