摘要
城市应急交通研究是在防灾、减灾思想指导下针对城市交通系统的规划、建设、
管理等各环节的技术性研究工作。城市交通系统的不确定性、开放性与城市非常态
事件的复杂性、不确定性决定了城市应急交通研究任重而道远,难点多多。因此,
目前在国内甚至国外发达国家,城市应急交通至今还缺乏真正全面、系统及深入地
研究。本文以城市交通中与城市社会生产、生活活动联系最为紧密的道路交通系统
的交通组织作为研究对象,借鉴国内外城市应急管理机制、防(减)灾规划、安全
规划、重大事故应急、自然灾害应急、人为灾害应急等中关于应急的思想,结合城
市交通管理评价、交通影响分析、常规交通组织的思路与方法,利用先进的交通分
析软件 TransCAD,对城市道路交通系统应急交通组织所涉及的多方面内容展开了细
致的研究。本文主要的研究内容包含应急对象事件的确定、应急交通需求、应急交
通组织的实施判定标准、实施范围以及应急交通组织的方法五大方面,并以 2008 年
北京奥运会为例,重点分析及总结了盛会举办期间城市道路交通系统采用的交通组
织思想与方法。本文最后指出了本次研究的局限性及诸多有待进一步深入研究的问
题,并对城市道路交通系统应急交通组织的实施提出了相关建议。

Abstract
Urban emergency traffic study is with the guide of disaster prevention and reduction
concept on the planning, construction, management, etc. of urban traffic system. It is the
uncertainty, the openness of urban traffic system, and plexity and uncertainty of
unusual event that makes the study difficult. Therefore, till now urban emergency traffic
has been lack prehensive, systemic and in-depth study. This thesis takes the road
anization which concerns much with social production and activities as the
object, with reference to urban emergency management, disaster prevention planning,
safety planning, major accident emergency, natural disaster emergency, human disaster
emergency in and abroad. It studies specifically on several aspects of emergency
organization with application of the idea of urban traffic management evaluation, traffic
impact analyses and general anization, and advanced software such as
TransCAD. The thesis is mainly made up of five parts: definition of emergency event,
emergency traffic demand, criterion for and range of applying emergency traffic
organization and methods anizing emergency traffic. Taking the 2008 Olympic
Games as an illustration, the then anization concept and methods are analyzed
