基站网络扩容割接工程风险管理研究
摘要
中国移动通信集团上海分公司随着近年来移动业务的迅猛发展而呈现出日新月异
的发展势头。移动网络容量成了制约公司发展的关键,对移动行业的蓬勃发展起着举足
轻重的作用。可以说,谁在移动基站网络扩容工程中领先一步,谁就能在这个风起云涌
的市场竞争中立于不败之地。所以,一方面公司大力加快网络扩容工程建设,另一方面
如何避免移动基站网络扩容割接工程带来的风险是上海移动通信公司乃至移动行业都
须倾力关注的问题。
本文根据中国移动通信集团上海分公司所实施的基站网络扩容割接工程及行业内
况,深入了解我公司和其他移动公司同样存在扩容割接项目的风险问题,运用所学到的
项目风险管理理论,对本公司的基站网络扩容割接工程现状进行仔细分析,查找问题的
根源,并提出风险应对策略。
本研究主要针对基站网络扩容割接工程中的技术风险和管理风险的现状,结合本公
司内部情况,对现存的问题进行分类分析,找出存在这些问题的外部原因和内部原因,
进一步对这些风险原因进行根源性的研究和分析,并运用经典的项目风险管理理论和本
行业的特点提出对策性的解决方法,来指导解决现实问题。
相信本文提出的风险应对构想,将不仅仅解决本公司基站网络扩容割接工程的潜在
风险问题,而且对其他项目开展风险管理也有参考作用,同时也是目前大多数地方移动
公司所面临的问题,因此从此意义上看本研究对移动行业的同类工程都有可借鉴的作
用。

ABSTRACT
Shanghai mobile pany is booming with the surge
of the mobile business development. The work capability e
the juncture to pany development. It is ture that whoever lead the
capability of work win petition .How to avoid the risk of the
expanding project is the important issue to not only shanghai mobile
company ,but also the entire mobile industry.
With my personal experience at shanghai pany as project
manager, I e to realize profoundly that risk problem of the expand
project is a serious issue to pany as to any other panies.
Hereby , I intend to analyze and search the source of problem within shanghai
pany and propose an risk response plan of strategy for the project
of capability expanded, based on the PMI risk management theory.
The study is based on the issues related to handling the technical and
managerial risk management in pany, with the situation within my
company being taken into account. This study intends to categorize and
analyze the issues, identify their internal and external causes, and further
investigate the causes. This study will then propose the implementation
solution based on
