“三区联动”中的人力资源服务平台建设研究

摘要

结合国家科教兴国战略和人才强国战略,上海在构筑杨浦知识创
新区时提出了大学校区、科技园区、公共社区“三区融合,联动发展”
的核心理念。
“三区联动”是指把大学校区建设与科技园区创业、公共社区发
展相结合的一种发展模式。大学校区主要为园区提供创新创业人才、项
目、手段,为整个社区的经济与社会发展提供智力支持;科技园区是大
学师生和社区市民创新创业及就业的场所,是社区经济发展的一个增长
极;社区主要为校区和园区提供公共服务,创造一个适宜居住、休闲、
交流的环境。
本文作者从上海市三区联动实践背景入手,以硅谷成功实践经验
为借鉴,从人力资源角度对三区联动实践进行深入研究,对当前政府、
高校、园区人力资源状况进行实证分析,提出三区联动人力资源服务平
台建设应协调各方资源,作到人力资源平台整合后统一运作。
对人力资源平台建设,作者引入了新公共管理理论,人力资源外
包理论、人力资源整合理论,对平台建设中各方的角色定位给予了一定
诠释,对人力资源平台各模块进行了详细的介绍,提出了具有一定创新
意义的三区联动人力资源服务平台模型。
作者认为三区联动人力资源服务平台应以园区为主体进行设计和
建设,同时又从政府、高校和园区角度,提出了完善三区联动人力资源
服务平台的对策和建议。

Abstract

When constructing the knowledge infrastructure in Yangpu district, Shanghai government
combining the by strategy of developing the country by relying on science and education
and strengthening the nation by talents has put forward a core conception of “Triple helix”,
. the functions of university-industry-government.
“Triple helix” means bining pattern of the construction of university, the self-
employed industry garden of science and technology and the development of public
community. An work system of interactive spirals is generated as university,
industry, and government engage to promote economic development and academic
research.
University provides self-employed talents, projects, means for the industry garden ,and
intellects for the economic and social development of the whole city zone;the science
and technology industry garden is a place for employment and self-employment of
teachers and students and citizens;the city zone serves for university and industry , and
creates an good environment for habitation, entertainment, munication.
