上海老年教育发展现状及对策研究

摘要
随着上海人口老龄化程度日益提高老年教育越来越受到社会的关
注发展老年教育不仅是实现老年群体健康老龄化提高老年人生活生
命质量的重要途径也有利于加速终身教育体系构建和学****型城市创建
的进程同时促进社会稳定及和谐发展
本文从上海老年教育起步推进和规范三个发展阶段的分析入手
首先介绍了上海老年教育的发展现状包括四级办学网络初步构建
发展模式表现多样办学水平显著提高理论研究初显成效等在实证
调查和理论分析的基础上文章提出了当前上海老年教育发展过程中存
在的主要问题如认识不到位体制不健全发展不平衡投入不充
分基础工作薄弱和法律规范滞后等
本文从国内外比较研究的视角通过查阅文献从发展目的发展
模式和发展趋势等方面介绍了国外具有代表性国家的老年教育发展现
状又从管理体制办学规模办学条件和教学管理等方面对国内部
分城市的老年教育发展作了阐述在比较研究的基础上得出了对我国
尤其对本市老年教育发展具有借鉴意义的结论
在上述研究的基础上本文全面提出了促进上海老年教育发展的对
策首先明确发展老年教育务必统一认识遵循老年教育自身规律发
展其次着重提出了发展中需建立和完善管理体制运行机制投资
体制等方面的一系列政策措施再次强调了发展中必须加强的若干项
基础工作

THE STATUS QUO OF DEVELOPMENT AND
COUNTERMEASURES RESEARCH OF SHANGHAI’S
AGED EDUCATION
ABSTRACT
With the tendency of aged population’s explosion in Shanghai obvious
increasingly, the aged education is paid more and more attention by the
society. Developing the aged education is not only an important approach to
realize population’s normal ageing and increase the quality of the aged’ life,
but also help to accelerate the course of life education system’s construction
and studying city’s establishment. Furthermore, it will promote the society’s
stable and harmonious development.
The dissertation begins with three phases of Shanghai’s aged education,
that is, beginning phase, propulsive phase and normative phase. Firstly, the
author describes status quo of Shanghai’s aged education; for example, four-
work of running schools finishes primarily, developing models of
different approaches and modes exists, the ability of running schools
advances continually, initiative production of theoretical es into
being, etc. Based on positive survey and theoretical analysis, the author
points out main problems during the development course of Shanghai’s aged
education----lacking integrated cognition, well system and enough
investment, development’s imbalance, law and criterion’s lagging, weak
basis, etc.
