摘要
工程建设产品和其它的商品、服务一样受到价值规律的影响,因此在21世纪特别是加入WTO以后,随着建筑业和建筑市场管理体制改革的不断深化, 要做到提高工程质量、缩短工期、降低工程成本、实现安全文明施工,就必须应用科学方法对施工组织设计进行优化,统筹施工全过程。对于投标书的编制包括两个部分,一是技术部分,主要是指施工组织设计;二是商务部分,主要是投标报价,即工程造价。只有施工方案先进科学、投标报价合理的投标书,才具有竞争力。在这种情况下,施工企业应重视施工组织设计对工程造价的影响,需不断研究优化施工组织设计、合理确定工程造价的具体措施。以便充分利用企业现有的人力、物力和财力,争取最大的经济效益。
组织高效益的施工,使生产要素优化组合、合理配置,保证施工生产的均衡
性,用现代化的管理技术和手段,以实现项目目标和使企业获得良好的综合效益,这才是企业实现长足发展的目的所在。

Construction products and other goods and services subject to the law of value, like the impact, in the 21st century, especially after joining the WTO, with the construction and building market the continuous deepening of reform of the management system, in order to improve project quality, shorten the construction period, to reduce project costs and realize a safe and civilized construction, it must use scientific methods to optimize the design of anization to co-ordinate the whole construction process. The proposals include the establishment of two parts, the first is technical part, it refers primarily to anization design; part of the business, mainly tender offer that project cost. Only construction plan advanced scientific, rational bidding tenders for the petitive. Under such circumstances, construction enterprises should attach importance to construction design of the project cost, the need to continue to study anization design optimization, set reasonable project cost of specific measures. To maximize the use of existing enterprises human, material and financial resources for maximum economic benefits.
