安置型社区发展中的政府管理模式研究

摘要

随着现代化和城市化进程的推进,拆迁安置社区在城市社区中的比
重不断上升。作为新型社区,拆迁安置社区在建设和发展过程中存在着
许多问题,引起了广泛的关注。
本文以常州市大学一、二社区为例,结合相关理论,从行政管理的
角度,对拆迁安置社区的建设和管理进行一些思考。文章首先明确了社
区、社区建设、社区管理等概念,并结合相关理论对社区发展的模式以
及中外社区发展中政府的作用做了介绍。接着回顾了常州市拆迁安置工
作发展过程,并以常州市大学新村一、二社区为例介绍了常州市安置型
社区管理现状,并比较了城市社区与安置型社区的差异。然后分析安置
社区的管理体制及其存在问题。最后就安置社区的发展从政府管理的层
面提出意见。
本文认为:安置社区的建设管理是目前各级政府部门特别关注的一
个问题,它牵涉到我国新农村建设和城市化进程的推进,以及城乡利益
的重新分配。我国现在安置社区的管理还都是以政府管理为主,社区自
治能力较弱,这种模式在今后还要保持相当长的一段时间。安置社区要
走上自治道路还需要一个漫长的过程,这期间需要我们政府发挥应有的
作用,解决安置社区管理过程中面临的一些矛盾,为安置社区健康发展
提供稳定的制度环境。

ABSTRACT

In the process of modernization and urbanization, the percentage of
munity is increasing because of demolition. munity
of new type, munity is facing various problem and drawing
wide attention of the public.
By taking munity and in city of Changzhou as
examples, this paper will study on the development and administration of
munity. Firstly, the key concepts, munity,
community development munity administration, will be identified,
and the various models munity development will be introduced, as well
as the recent western practice munity development. Secondly, the
paper will review the history of resettlement of demolition in the city of
Changzhou pare the munity with ordinary urban
community. Thirdly, the paper discusses the condition and problem of the
current administration system for munity. Finally, based on
