摘要

高校财务管理是对高校资金流动及其运作等财务活动所进行的管理。提高高
校财务管理水平、适应并促进大学的建设和发展,是数字大学和
数字化校园建设的重要内容之一。当前,我国大学的数字化即信息化建设热潮方
兴未艾,这为我国高校的财务现代化建设和跨越式发展带来了契机。如何抓住这
个有利时机,科学规划、统筹考虑,以先进的思想和技术手段,积极推动我国高
校财务信息化深入发展,是一个值得认真研究并需要加以有效解决的课题。
本文以高校财务信息化为主题,在高校财务管理现状的归纳、分析和梳理基
础上,以数字大学的建设为契机,通过高校网上财务的流程再造,从加强财务管
理、强化财务信息服务和决策支持服务等视角,提出高校网上财务系统构建的基
本构想。论文开展以下工作并取得成果:
(1)根据高校财务信息化发展和网上财务系统构建需要,简要总结了流程
再造理论中的业务流程定义与分类、流程再造的原则、过程和方法等基本概念;
(2)进行高校业务流程的分类,剖析高校财务流程存在的基本问题,进行
高校网上财务流程再造的目标分析,并提出高校网上财务流程再造的基本原则;
(3)考虑到高校财务信息化发展的不平衡性,从强化财务管理、加强财务
信息服务和决策支持服务的要求出发,提出基于校园网的高校财务多模式流程再
造,并以高校网上财务系统的主要功能模块为例进行了新流程设计。
论文以数字大学建设为契机,以流程再造思想为指导,针对高校网上财务进
行流程分析和再造,期望为建立健全我国高校网上财务系统提供建设性意见,有
效推进高校财务信息化的健康发展。

ABSTRACT

The university financial administration is to administrate the fund
flow and its operating in the university. It is one of the most important
topics of the construction of digital universities and digital campuses
to improve the financial administration and to appeal to the trends of
internationalization and high quality development of the university.
Currently, the informationization of the universities is going on in China
that brings a nice chance for the modernization of the financial system.
Apparently, it is a valuable question to answer how to grasp the chance
to push the developing of the digital financial system of the university
with the help of advanced theory and new technologies.
In this thesis, a basic idea is proposed on the construction of the
university financial system via web based on the process reengineering
which includes the studies as follows:
