本文拟就治安制度的基本理论为切入点,分析了我国古代治安的含义、研究对象、范围及目的,从而追溯我国古代都城治安管理的源流、指导思想、。北宋立国伊始,统治阶级面临着复杂的局面。一方面,必须防止藩镇割据的再次出现和武人的兵变夺权;另一方面,还必须防范人民的激烈反抗和官员的作乱。这就使得北宋的统治者将社会治安作为头等大事。
