改革开放以来,我国先后进行了五次大规模的行政管理体制改革,取得了巨大的成效。但随着改革开放事业的进一步深入,我国行政管理体制面临着新的挑战。因此,回顾和总结我国前五次行政管理体制改革的历程和成效,并进一步探讨我国深化行政管理体制改革的必要性和紧迫性,分析存在的问题并提出相关的政策建议,为我国行政管理体制的改革提供理论依据和决策依据。深化行政管理体制改革,要以科学发展观为指导,着眼于全面建设小康社会和构建社会主义和谐社会,以建立适应社会市场经济体制要求的社会主义公共行政体制为目标,以政府职能转变为核心,以服务政府建设为切入点。“十一五”规划从“立足科学发展、着力自主创新、完善体制机制、促进社会和谐”四个方面阐述了我国未来五年改革与发展的基本要求。其中,完善体制机制是谋求科学发展的重要保障,而行政管理体制改革是完善体制机制中非常重要的组成部分,如何加快行政管理体制改革,促进政府管理创新成为一个刻不容缓的重要问题。国有企业行政管理就是国有企业根据获取利润的核心目标,建立起一套非生产性组织体系,并在其中对非生产资源实行有效管理的方式与手段的总和。

ABSTRACT
Since reform and opening up,China has conducted five major reform of the administrative,achieving great with the further deepening of reform and opening up,of administrative management system in China faced a new foreign and ,review and sum up our country`s history and effectiveness of administrative system for the fist time,and further discussion on the necessity and urgency of deepening the reform of administrative management in China,analysis of existing problems and to mend appropriate policy mendations for the reform of administrative system provide a theoretical basis and the decision-making the reform of the administrative,scientific development view as guidance,focus on building a well-off society and building a harmonious socialist society,to establish a social market economy requirements of Socialist public administration system as the target,with the transformation of govemment functions as the core,to the point of building service Govermment.
