基于节能降损的中压配电网规划方法研究
摘要
随着国民经济的不断发展和城市负荷密度的不断提高,城市中压配
电网的电能损耗也在逐渐增大。如何更有效地降低电能在传输过程中的
损耗,这不仅仅是电网运行中要解决的问题,更应是电网规划阶段就需
要考虑的问题。“节能降损”已成为城市电网规划的主要目标之一。
本文以“节能降损”为目标,从配电网电压等级、变电站定容定址,
以及网架结构等方面对城市配电网的规划方法进行较深入的研究。首先,
从理论上分析以 20kV 取代 10kV 作为中压配电网电压等级在经济上和技
术上的合理性。然后,建立了以节能降损为目标的变电站最优定容定址
以及电网最优布线的规划模型,并利用改进的粒子群优化算法进行求解,
编制了相应的计算程序。
最后,以上海市浦东新区某高科技园区 2015 年中压配电网规划为算
例,利用本文提出的规划方法分别对 10kV 和 20kV 两种电压等级的中压
配电网进行规划,通过相应的计算分析,说明了本文研究的有效性。

ABSTRACT
With the continuous development of the national economy and the
continuous improvement of urban load densities,the power loss of urban
medium voltage work is also gradually increasing. Finding a
way to reduce the power loss during transmission more effectively is not just
the problem to be solved during the operation of power grid, but also the
problem need to be considered in the work programming. Energy
loss reduction has e one of the main objectives of work
programming.
This paper conduct a in-depth study of urban work
programming method at the points of work voltage level、
capacity determination and addressing of substation and work
structure for the purpose of energy loss reduction. Firstly, this paper uses
20kV voltage level to replace the 10kV voltage level and make a theoretical
analysis economically and technically of this replacement. Then a model for
the purpose of energy loss reduction of urban medium voltage distribution
network programming at the points of capacity determination and addressing
of substation and transmission line routing has been established. Improved
PSO algorithm is used to solve the model and the corresponding calculation
program has piled.
