广西北部湾经济区建立核心竞争力的若干建议
摘要
大湄公河次区域经济合作的提出、中越“两廊一圈”合作、中国—东盟自由贸易区的建立、泛北部湾经济合作、南宁—新加坡经济走的的建设等一系列涉及自由贸易区建设、区域经济合作和区域性经济走廊建设项目的出台,使得广西北部湾经济区经济发展看到了有利的机遇。而伴随着2008年1月《广西北部湾经济区规划》的出台,广西北部湾经济区整体经济发展迎来了崭新战略规划发展阶段。与此同时,也面临着重大的挑战。
来自外部的挑战就是各方面的合作在理论和实践上需要经济区能够利用自身优越的区位条件成为对外和台的建设要求经济区在内部核心城市群分工定位、战略主导产业选择以及相关交通、物流基础设施建设上有一个明确的定位和切实可行的战略规划。而来自内部的挑战则是集中在经济区内部目前存在的一些列问题上面,经济区内部存在着经济总体实力薄弱、区内核心城市群分工定位不明确、没有形成战略主导产业以及建设资金不足和投资盲目性、微观方面的政府引导力度不够等问题。
针对胡锦涛主席所提出的北部湾地区应当成为沿海发展一极的目标和结合《广西北部湾经济区规划》对经济区的战略定位,文章通过研究如何建立经济区核心竞争力这一角度,结合国际贸易学和产业经济学等相关前沿理论来详细分析和探讨经济区内部核心城市群分工定位和战略主导产业选择问题,并在此基础上提出相关经济区建立核心竞争力的建议和结论。

Some suggestions to build the petitive strength of Guangxi northern-gulf economic district
Abstract
The putting forward of big Mekong economy cooperation、china-viet’s cooperation of “two galleries and one circle”、big economic cooperation of northern gulf、Nanning-Singapore economic gallery which involving the free trade district and regional economic cooperation and economic gallery give the Guangxi northern gulf’s economy good opportunities. The publishing of 《Guangxi northern gulf economic area program》,in January 2008,put it’s economy into a brand section while facing a great deal of challenge.
The foreign challenge is the needing of building it as munication-plat of economy and cooperation in theory and practicing. It asks the district for a clear location and feasible program in the function of core-city group、strategic leading-industries and correlative traffic and physical distribution. Those inners are centralized on some questions of district, such as the tiny of economy strength、unclear functions of core-cities group、aimless of investment and little vigor of leading of government, etc.
