建立和完善松江区新型农村合作医疗制度的对策研究

摘要

这些年来随着我国经济持续快速发展我国普通百姓的生活发
生了巨大的变化应该说中国经济和社会已经进入全面建设小康社会
的新阶段与此同时我国的农村卫生医疗水平比以往也有了极大提
高早已告别缺医少药时代然而目前在广大农村农民看病确
实越来越难甚至有的地方出现一人得病全家返贫现象农民
在通往小康道路上看病难看病贵是新时期我国农村医疗卫生事业
面临的一个困境也成为政府难心农民烦心的一大社会热点问题
因此建立和完善新型农村合作医疗制度保障农民健康统筹
城乡协调发展已是社会发展的必然要求也是贯彻落实科学发展观
促进社会和谐稳定全面建设小康社会的基本要求
由于新型农村合作医疗制度是一种体制创新没有成熟和先进经
验模式可循需要在实践中不断完善总结推陈出新松江区是上海
新型农村合作医疗制度和三医联动改革的试点区也是经济发展
较快的地区之一探索一条行之有效的管理模式是松江经济和社会
发展的需要
笔者通过理论应用和调查研究的方法对松江区农村合作医疗保
险制度的运行效果管理模式和运行机制等方面问题从公共管理角
度进行了分析整理总结了存在的问题和不足主要是合作医疗保险
基金筹措不尽科学合理补偿能力和水平不够高乡村医生结构老化
村卫生室设施陈旧等在以上研究基础上笔者提出了进一步完善松
江区农村合作医疗制度的对策和建设也希望通过本次调研能为全国
类似地区的新型农村合作医疗制度的研究提供一些有参考价值的资
料

With the continual and rapid development of economy in our
country for the recent years, profound changes have occurred to the
ordinary people’s life, which proves that the economy and society of
China e to a new step of building all-round well-off society.
Moreover, the level of medicare in the rural area of our country has got
such a great promotion as being far away from those years when lacking
in medical treatment and medicine supply. However, it’s getting more and
more difficult for the farmer to see a doctor in many countryside, and
even the phenomena that “a whole family reduced to poverty because of
the illness of one family member” can be found in some of the rural area.
The obstacle to farmers’ hospitalizing and the overloaded medical
expense lead to a predicament for our national medical and health project,
which also e a popular social issue cared about by the government
and worried about by the rural residents.
