区域节能减排的系统分析与能耗结构关系研究
摘要
节能减排是我国政府在国内外能源、环境、经济发展不协调的背景
下提出的一项战略目标,对我国转变经济增长方式和实现可持续发展具
有重要作用。然而,由于认识和工作的不足,目前的节能减排形势十分
严峻,实现既定的节能减排目标困难重重。因此,本文通过对区域节能
减排的系统分析与能耗结构关系研究,为不同区域管理控制节能减排工
作提供一定的思路和意见支持,并引导人们的思想和行为朝更加健康、
更加绿色的方向发展。
首先,运用系统科学的思想和方法,从节能减排主体,即政府、企
业、居民的角度对区域节能减排进行了定性分析,总结出影响区域节能
减排的几点因素:节能减排政策、节能减排监管力度、公共部门能耗、
生活能耗、产业结构及其变动、科技投入,建立了区域节能减排系统的
理论模型,并对模型进行了简要的结构分析。
然后,以系统分析为基础,对区域节能减排的能耗结构关系进行了
研究,根据各省市近年来的能耗强度数据,将节能减排区域划分为高、
中、低三大类,运用面板数据的分析方法,对我国 1999-2007 年各省市

能耗结构的面板数据进行了实证分析,得出结论:不同区域的节能减排
能耗结构是有差异的,各区域的节能减排工作重心应有所区别。比较而
言,高耗能区域更应注重产业结构调整;低耗能区域更应注重降低生活
能耗上;中耗能区域则应在努力加快产业结构调整的同时在生活中培养
节能减排意识,双管齐下,少走弯路。
最后,对区域节能减排工作提出了一些建议和对策。

SYSTEMATIC ANALYSIS AND ENERGY CONSUMPTION
STRUCTURE RELATION STUDY OF REGIONAL
ENERGY SAVING AND EMISSION REDUCTION
ABSTRACT
China has proposed a strategic target of energy saving and emission reduction in the
eleventh Five-year Plan of economic and social development. However, due to the
lackness of awareness and work, the situation of energy saving and emission reduction is
grim. Therefore, this thesis is to provide ideas and advice for different regional
management of energy saving and emission reduction and guide people’s thinking and
behavior towards more green and healthier direction through the systematic analysis and
study on relationship of energy consumption structure of regional energy saving and
emission reduction.
Firstly, this thesis conducted a qualitative analysis of regional energy saving and
emission reduction from the point of government, business and resident, concluded some
factors of regional energy saving and emission reduction such as policy, supervision,
public sector energy consumption, life energy consumption
