区级政府门户网站运行管理机制研究

———以“上海青浦”政府门户网站为例

摘要

在全球信息化浪潮的推动下,电子政务建设已经成为我国政府建设中
极为重要的部分。政府门户网站建设作为电子政务建设成果的直接体现,
在政府信息化建设过程中发挥着越来越重要的作用,区级政府门户网站作
为一级政府的门户网站承担着公开政策信息、政民互动、为民服务等重要
功能。上海市各区县政府门户网站领导机制、管理运行模式各有不同。本
文将重点从“上海青浦”政府门户网站入手,运用公共管理相关知识,通
过调查研究等方法,分析区级政府门户网站现存的外部组织机制和内部运
行机制,提出改进的对策建议,为网站管理者提供决策依据,使政府网站
在为民服务等方面发挥更有效的作用。

ABSTRACT

With informationize in the whole world tide drives down , e-administration
builds already ing the most important part of our country government
construction. One that portals builds as e-administration construction
achievement embodies the government directly , brings the portals important
functions such as interactive , serving the people to be bearing the open policy
information , political affairs people let more and more important effect, district
government portals be the one-level government into play in government
information construction process. The system every Shanghai city area county
government portals is managed working has diversity respectively. The article
mainly covers Qingpu government , wield mon administration relevance
knowledge, that the analytical district level government portals outside
organizes system and inside operating management, submits improvement
suggestion by the fact that investigation and study waits for method,provides
the basis making policy to website director , makes government website bring
