上海市老年弱势群体的社区照顾体系研究

摘要

随着经济的发展与医疗水平的提高从世纪年代开始我国进入了高
速发展的老龄化社会其中上海市的老龄化程度位居全国第一在严峻的老龄
化背景下老年人照顾问题日益凸显一方面老年人中存在一部分群体经济
收入较低同时身体状况也较差是老年人中的弱势群体对这部分群体提供照
顾显得极为迫切另一方面各地的养老实践证明既能充分利用社区资源为
老人在其熟悉的环境中提供服务又不需要耗费过高成本的社区照顾将成为未来
中国老年人养老的主要方式因此研究如何采用社区照顾的方式对老年弱势群
体进行帮助完善上海市老年弱势群体社区照顾体系具有重要意义
本文首先从理论层面探讨将罗尔斯的正义论象征性相互作用理论福利
多元主义理论作为对老年弱势群体进行社区照顾的理论依据其次在现有对老
年社区照顾研究的基础上结合上海市社区照顾的现状提出了上海市老年弱势
群体社区照顾体系的框架接下来本文通过对上海市老年弱势群体的问卷调查
和老年社区照顾提供者的深度访谈以及其它各方面资料的收集以课题组调研
数据为基础以老年弱势群体社区照顾的供需模型为框架运用统计工具分析了
上海市老年弱势群体社区照顾的需求与供给的现状提出了其存在的问题及背后
深层次的原因在借鉴国外老年弱势群体社区照顾经验的基础上构建了以生活
照料医疗护理精神慰藉三个方面服务为核心的老年弱势群体社区照顾体系
并对服务的内容和实施进行了完善最后从加强对服务供给过程的制度安排
提高服务的可及性增加政府财政投入形成多渠道投入的发展机制整合社区
为老服务资源提高服务效率等三个方面提出了完善上海市老年弱势群体社区照
顾体系的保障机制

FOR THE ELDERLY VULNERABLE GROUP IN
SHANGHAI

ABSTRACT

Along with the development of the economy and improvement in
medical care, China has been ing an aging-country fleetly since
1990’s, in which Shanghai is the most serious one. In this context, how to
take care of the elderly is ing increasingly prominent. On the one
hand, it is extremely urgent to provide care for the part of the elderly
group with low e and poor physical condition which is called the
Elderly Vulnerable Group in this study; On the other hand, Traditional
mode of care for the elderly — family support —can hardly maintain
because of the large change on the population structure, and the mode of
living in rest home can’t popularize for its limited resources and big
expenses. Practice proves that Aging munity bines with
the advantages of above two modes will e the main means for the
Chinese elderly in the future. Therefore, to study the way to care for the
elderly vulnerable group by munity and improving the care
system are of great significance.
