上海郊区城市化进程中农业人口的城市化问题

摘要

积极实施城市化发展战略,是适应当前我国城市化和工业化自身
发展规律的客观需要,也是统筹城乡经济社会发展、解决中国“三农”
问题的有效途径。上海市,作为中国经济社会发展最快的城市,作为
长江三角洲都市圈的龙头和核心,加快郊区的城市化进程将对进一步
加快自身发展,辐射长三角,以及在全国率先打破和消除城乡二元结
构,实现城乡一体化发展等方面有着重要意义。然而,城市化其实也
是一把双刃剑,它在带来上海市郊区大发展的同时,也不可避免地带
来了诸多涉及农民切身利益的难点问题,比如农民的动迁问题、就业
问题、社会保障问题、收入问题等等。随着上海市城市化步伐的不断
加快,这些问题将日显尖锐,如果得不到有效解决,将直接影响到上
海市的长远发展和社会的稳定大局。
本文以一个处于城市化加速期的上海市郊 H 镇为切入点,分析
和探讨了上海市征地转居农民在城市化前后的就业、收入和居住变化
状况。针对征地转居农民的就业、收入、动迁和居住等难点问题,提
出了进一步加大政府就业扶持力度,构筑促进就业的产业发展战略,
提高土地补偿标准,建立“薪金、保障金、租金和股金”的四金保障
体系,兼顾城市化推进需求和以人为本理念,妥善规划和解决动迁转
居农民居住问题等思路和对策。总而言之,本文主要围绕着城市化过
程中的农民市民化问题,力求为妥善解决城市化进程中农业人口的城
市化问题提供相关解决对策。

THINKING OF THE FARMERS’ CITIZENIZATION IN THE
PROCESS OF URBANIZATION OF THE SUBURBS OF
SHANGHAI

ABSTRACT

The strategic and intensive modernization of the countryside is the
current China's intrinsic needs for modernization and industrialization.
This will collectively induce and support the cities’ social and economic
development. This is an effective antidote to the current China's so-called
"tri-agricultural" problems, in which,concerning with the countryside,
the farmers and the agriculture of China.
Shanghai is the head and the core city of the Yangtze River Delta
Region,and its accelerating modernization and development progress is
the key ess factor to sustain high growth of the whole delta region.
This will also be the first mover in the country to demolish the concept
and idea of differentiation between city and suburb, but each coin has
two sides:the strategy of modernization and industrialization will bring to
the plishment of development of cities such as Shanghai, but
simultaneously,it can also cause a few challenges faced by the farmers
and the local governments like the house-moving policy, the
unemployment, social infrastructure support,cost of living
