摘要:探索山地城镇的开发模式,通过现有空间整合、城镇上山、人口集聚、投资集中多种方式优化与拓展镇域发展空间,保障各项建设用地供给,促进城镇空间集约利用。在用地适宜性保障的前提下,向低丘缓坡争取新的发展空间,实现城镇建设上山。通过人口集聚、集中投资,以新区为核心,梳理镇域空间结构,营造高质量而又有别于一般平地小城镇的居住环境。

Abstract: To explore the mountain town development model, through the existing spatial integration, Town Hill, population concentration, the concentration of investment in a variety of ways to expand space for development and optimization of the town, land supply construction projects, and promote the intensive use of urban space. In land suitability premise guarantees under the mild slope of low mountains and hills, to strive for new development space, realize urban construction mountains. The population concentration, concentration of investment, the new district as the core, combing the town spatial structure, to create a high quality and is different from the general level of small town living environment.

1 引言
随着我国城镇化的快速推进和社会主义新农村建设,作为城镇化最基层单元、新农村建设组织中心和落实科学发展观的重要空间载体的小城镇,已成为扩大内需、增强经济发展动力的重要基础和平台。“十二五”期间,温州提出要加快“1650”网络型用地分区式大都市建设,在全市建成50余个集聚水平高、特色鲜明、规划科学、经济繁荣、环境优美、设施完善、文明富裕的中心镇并最终成为“小城市”。另外,温州获批成为全国农村改革试验区后,正以农村产权制度改革为核心、以中心镇为试验平台,大力推进城乡一体化建设。
峃口镇作为温州50余个中心镇之一,由原峃口乡、双桂乡、公阳乡、平和乡及金垟乡部分行政村合并建立,现辖5个社区,35个行政村,427个自然村。峃口镇是文成县“一主、七副、一区”中等城市总体空间架构的重要组成部分,是出入文成县的“东大门”,是温州西南的“水缸”。
