行政审批是政府机关令个人或单位行使申请的特定权利的一种重要职能。然而由于相关的申请批准制度有繁杂的手续,需要冗长的时间才能完成,这不能满足现在这个讲求效率的社会发展需求。随着计算机信息技术的发展,人类的生活进入了一个新的纪元——信息时代。借助计算机软件系统可以进行越来越多的辅助管理,完成各项行政管理工作,同时提高工作效率与管理水平。在社会和经济发展的需要和计算机应用水平的逐步提高,以及政府公务信息化的进程的加快发展的促进下,贵阳市城市管理局将信息化建设视为重要的目标。开发出一个具有安全性并且高效的行政审批管理系统,可以将城市管理局繁多、传统的逐层审批事项的管理模式优化处理,及时满足我局日益突出的实际需要。
本文设计的软件是以道路挖掘行政审批系统为例,详细介绍了贵阳市城市管理局行政审批系统的软件开发和应用。为实现管理规范化、办公无纸化、审批标准化,将建立一个符合城管局实际工作,能促进行政审批提高效率的现代信息化办公系统。
文中着重论述了该系统的功能与实现、数据流程与数据查询等,并对关键的有关技术作了较详细的介绍。本系统通过采用C/S模式、利用Borland Delphi 6开发平台完成行政审批管理系统的软件开发并投入使用,实现计算机网络环境下行政审批管理。文中对系统中的每一步工作流程和不同工作角色的定位以及审批表单的设计都作了叙述,对不同流程的工作人员采取授权的形式进入审批界面,有权限的各级领导可以对批件进行审批,对审批事项分类查询;用户(人员)维护定义审批工作流程中各步骤的用户名称、基本信息、属性和权限,可对用户进行新增、编辑和删除。

The traditional system of government-related examination and approval procedures are plicated, lengthy and can not meet the requirements of social development. Because of the development of information technology, humanity has entered a new era called the information society, all the administrative work more and more supporting the use puter systems management, and it improves the management level and working efficiency. With the economic and social development of the urgent need to continuously improve the level puter applications, as well as government information, the process of accelerating, the Guiyang Urban Management Bureau is also to proceed with construction of their own information. Numerous matters with the Board for approval, the traditional layers of management approval of the practical ings of the increasingly prominent, developing a security with certain administrative examination and approval management system es a very necessary and timely.
