社区党建工作机制研究
——以浙江省桐乡市为例

摘要

党的十七届四中全会通过的《中共中央关于加强和改进新形势下
党的建设若干重大问题的决定》中指出:进一步研究和部署以改革创
新精神推进党的建设新的伟大工程,对于开创中国特色社会主义事业
新局面,具有重大而深远的意义。在现阶段,执政的中国共产党如何
在最基层的区域内满足群众的各种需求,代表他们的利益,增强对他
们的控制力和影响力,如何整合方方面面的利益和需求,提高科学化
水平,显得尤其重要。因此,社区党建也就成为当前党的建设的一个
重大现实问题。
研究社区党建,从实质上讲,是研究如何巩固政权,保持社会稳
定,研究党的领导机关与社会基层的细胞之间如何在新的基础上构建
一个科学的关系,达到社会协调有序的发展。社区党建工作是一项复
杂的系统工程。社区党建工作机制关系到社区党建工作的效率与质量,
关系到社区的经济发展和社区的全面进步。
本篇论文从社区党建的研究目的与现状、基本内涵与经验、发展
难点与措施等角度,结合桐乡市的实际,分别说明了社区党建是什么、
为什么要开展社区党建以及怎样进行社区党建。第一章解释社区党建
研究的目的以及研究的现状,并提出研究思路和方法。第二章解释社
区党建的相关理论,指出社区的概念和类型,分析社区党建的内涵,
揭示社区党建与街道党建、社区建设以及社区居民自治的异同。第三
章总结目前社区党建工作最典型的模式,即上海模式、沈阳模式和武

汉模式。第四章概括了浙江省桐乡市社区党建工作的基本情况,分析
了在社区党建工作中碰到的难点问题。第五章从四个方面解决如何加
强社区党建工作的问题:一是创新社区党建工作理念,二是推进社区
党组织建设,三是完善社区共建机制,四是分类管理社区党员。

ABSTRACT

The fourth plenary session of the 17 by the mittee of the
