题目大连集成电路产业集群发展策略研究

摘要
我国的集成电路产业从20世纪60年代至今,经过40多年的发展,已经形成了一定的发展规模。随着中国在2001年底加入世界贸易组织(WTO),中国已经完全融入了世界经济一体化的进程,我国的集成电路产业也必然地融入到了全球价值链的分工体系中。在全球价值链分工和经济全球化程度的不断加深的背景下,中国的集成电路产业集群面临着来自从全球及地方的双重挑战。因此,如何在全球价值链的环境下提升大连市集成电路产业的竞争能力显得尤为重要。
基于以上背景,本论文首先结合国际发展形势分析了我国集成电路产业的发展现状与趋势,并从全球价值链的角度指出了大连市集成电路产业所面临的一些问题。其次,以全球价值链理论和集群理论为基础,探讨了集成电路产业集群发展策略。接着,通过对美国硅谷和上海集成电路产业集群的案例研究,总结出在全球价值链环境下集成电路产业集群发展的一般策略。最后,根据大连市产业结构调整的现实需要和大连市经济增长方式转变的紧迫形势,本文基于全球价值链理论,有针对性的提出了大连集成电路产业集群发展的几点相关对策,以期对大连市集成电路产业的永续发展提供理论借鉴与政策参考。

ABSTRACT
From 20 century the 60s till now, the National Integrated Circuit Industry has formed a certain development scale through the 40 years’ growth. After China’s entering into WTO and the international economic all-in-one process, the National Integrated Circuit Industry has certainly blended into the division system of global value chain. Under the background of increasingly deep scale of economic globalization and division of global value chain, China’s Integrated Circuit Industry cluster will face the petition both from global and regional scale. Therefore, it is the importance that how to promote petition power of Integrated Circuit Industry of Dalian in the environment of global value chain.
In this essay, the author, on the background mentioned above, firstly analyzes the current situation and trend of Integrated Circuit Industry in China by considering of international development circumstances, and points out the problems which the Dalian’s Integrated Circuit Industry will meet in the view of global value chain. Next, the author discusses the cluster developing strategy in the view of global value chain by using the value chain theory and cluster theory as the basis. And then, the author concludes the general developing strategy of Integrated Circuit Industry Cluster in the circumstances of global value chain by analyzing the cases of the Silicon
