我国大飞机产业发展战略研究
摘要
2007 年 2 月 26 日,温家宝总理在国务院常务会议上指出,我国航
空工业已经具备发展大型飞机的技术和物质基础;并表示中国将把大飞
机研制作为国家战略,使大飞机的设计制造发展为有竞争力的产业。大
型飞机研制重大科技专项已正式启动,3 月份将组建大型客机股份公司。
本文从新产业组织、产业竞争力和技术能力理论的交叉视角出发,
通过对我国大飞机产业发展历程回顾,总结分析产业发展过程中存在的
问题,借鉴比较国外大飞机研制的成功经验和失败教训,并结合波特的
产业竞争力分析框架(“钻石模型”),对我国大飞机产业发展环境进行深
入系统的探讨,具有较强的理论价值和现实意义。在理论框架和实证研
究的基础上,构建我国大飞机产业发展机理模型,分析研究了影响产业
发展的四大关键因素:政府职能、产业组织、企业行为和自主创新,并
最终提出强化政府职能、整合重组产业组织、构建市场化经营体制机制、
建立自主创新体系等四个层面的政策建议,以促进我国大飞机产业持续、
快速、健康的发展。

RESEARCH ON THE DEVELOPMENT STRATEGY
OF CHINA’S LARGE AIRCRAFT
MANUFACTURING INDUSTRY
ABSTRACT
On 2007, Premier Wen Jiabao pointed out that China has the
technical and material base to develop large aircraft at a meeting of the
. He also said China has taken the large aircraft industry as the
Nations’ strategy industry in order to build the petence of the
design and manufacture capability of the industry.
Based on the theory of the new anization, the theory of
petitiveness and the theory of technical petences, the
paper reviews the development history of China’s large aircraft
manufacturing industry, thus summarizes the existing problem in the industry
development. The paper also introduces the essful and failing samples of
other countries development of the larger aircraft manufacturing industry.
Then the paper gives the introduction of Porter’s Diamond model to analyze
petitiveness of the industry. The conclusion enjoys both theoretical
value and practical meaning. On the basis of the theory research, current
situation analysis and the essful experience of foreign countries, the
paper figures out the model of influencing mechanism on the development
strategy of China’s large aircraft manufacturing industry and finally proposes
several policy suggestions on the four aspects as strengthen the governm
