摘要
现阶段,我国食品出口频繁遭遇发达国家严格的绿色壁垒和技术壁垒,而随着我国进口食品品种和数量的逐年增加,进口食品的安全问题也逐渐显现出来,食品安全事故更为常见。“问题食品”之多、涉及范围之广、后果之严重,已深刻地影响到人民群众的身体健康和生命安全,影响到国家的声誉和国际形象。因此,尽快完善我国进出口食品安全监管体系已经是刻不容缓的事情了。
本文通过分析我国进出口食品安全及其监管的现状、存在的问题,同时对比发达国家,如美国、欧盟、日本等国的进出口食品安全监管制度,以此借鉴国外先进的经验,结合我国自身的实际情况进行分析总结,并为能够完善我国进出口食品安全监管体系提供了一些可供参考的策略以及措施。

Abstract
At present, China's food exports to developed countries frequently encountered the green barriers and strict technical barriers, and with the variety and amount of import food have increased year by year, the import food's security problem also has appeared gradually. So the food safety incident is mon. So much and a wide of range of "problem food", which with serious consequences, has been profoundly affected the people's health and their lives, affecting the state's reputation and the international image. Therefore, as soon as possible to perfect our country's import and export food safety monitoring system is already the urgent affair.
Based on the analysis of our import and export food safety and supervision of the present situation, the existence questions, pared to the developed countries such as the United States, the European Union, and Japan and other countries’ import and export food safety supervision system, so as to learn from the foreign advanced experience, combined with China's own actual situation to analyze and summarize, and to be able to perfect our country's import and export food safety monitoring system provides some reference strategies and measures.
