随着国民经济的快速增长,我国高速公路的里程数正在节节攀升,截止 2011
年高速公路总里程数为 万公里,位于世界前列。有关数据表明,我国 70%以
上的物流及客流都需要高速公路来完成输送,其高效便捷的特点有力的推动了社
会经济的发展。高速公路不仅承担着运输的职能,还标志着国家现代化建设水平,
它的发展关乎着整个社会的命脉。然而,随着高速公路车流量的迅速增长,自然
灾害、交通事故、群体性事件、公共卫生事件等高速公路突发事件发生的频率逐
年上升,其危害性也越来越严重,在面对高速公路突发事件时如何能在最短的时
间减少人身和财产损失、保障高速公路快速通行成为了当今社会的一个重要研究
课题。
论文以高速公路突发事件为研究对象,借鉴危机管理理论研究我国高速公路
突发事件的机理特征。通过对我国高速公路应急管理现状进行调研,结合国外突
发事件应急管理的先进经验,研究建立一套科学、完善、高效、联动的应急管理
机制以应对各类高速公路突发事件,着力解决我国高速公路存在的应急管理系统
落后、各部门间权责不清、救援人员和救援装备配备不足、公众防灾减灾意识薄
弱等问题。
论文中阐述了高速公路、突发事件、应急管理的概念和特征以及高速公路突
发事件应急管理的现状,结合我国实际情况分别从应急管理机制制定、应急管理
体系建立、应急管理的智能化建设以及应急救援队伍组建等方面提出解决问题的
途径和方法,最大限度地减少高速公路突发事件造成的灾害。

Abstract
With the rapid growth of national economy, our country highway mileage is
steadily rising. As of 2011, highway total mileage has e 85000 km, and is
located in the forefront of the world. As relevant data shows, more than 70% of
China's freight and passenger’s transport are required for the highway to be
completed .The characteristics of high efficiency and convenience powerful boost to
the development of social economy. The highway not only bears the transport
functions, but also marks the national modernization level, and its development
relates to the whole society lifeline. But, with the rapid growth of highway, the
occurrence of natural disasters, accidents, incidents, public health events, rises year by
year and its harm is more and more serious. When we face the highway emergency
events, how to reduce the loss of life and property and protect the highway
unobstructed in the shortest time has e an important subject in today’s society.
In this paper, highway incident is our mainly object of study. We use the theory
of crisis management to study the highway characteristics of emergencies in our
country. Through the research on the status of our country’s highway emergency
