随着我国城市建设和经济发展步伐的不断加快,与此同时,各类火灾及其他灾害事故的发生几率、类型、危害和处置难度也在不断增加,且向多元化、复杂化发展。当前消防部队灭火和抢险救援工作面临着发展的机遇,同时也面临着严峻的挑战。在瞬息万变的火灾及其他各类灾害事故现场,如果指挥员不进行科学有效的指挥,就会造成处置失利和人员伤亡。本文通过分析消防部队在实际灭火救援指挥环节中出现的问题,提出程序化指挥的方法,以及在灭火实战中的应用,并给出了程序化指挥过程中要遵循的原则,来适应现代消防技术装备、处置对象和消防人员等火火和抢险救援战斗体系各要素的快速变化,立足基层消防部队实际,科学规范消防部队执勤秩序,全面提高战斗力,降低基层指挥员指挥的盲目性,规范了指挥员的指挥,推动灭火和抢险救援工作由粗犷的经验型向科学的程序型转变,为科学处置打下牢固基础。

Abstract
With the pace of city construction and economy development and the probability, type, danger and difficulty in dealing with of various fire and other disasters also increase, which even develop into diversities plexity. Nowadays firemen have the opportunities of development, and at the same time face the serious challenges in extinguishing fire and rescuing people and property. On the fast changing spot of fire accident and other disasters, if manders don’t give scientific and mands, which will fail mand and cause injuries and casualty man. By analyzing the problems, which happen in the procedure of extinguishing fire ,rescuing crowds and mands, this paper proposes proceeding ways manding and gives the principles observed manding in order to get accustomed to modern fire protection technologies and equipments, treating objects and rapid responses of firemen in extinguishing fire and rescuing. Based on the practice of lowest-class firemen, this paper also gives scientific criterions of foremen being on duty, increasing battle effectiveness intensively and decreasing the blindness by lowest-manders, boosts the transformation from general experiences to scientific procedure and make a firm base for scientific treating ways.
