我国农村社会保障制度探析
摘要
统筹城乡经济社会发展,全面建设小康社会,构建社会主义和谐社会,转变经济增长方式,要求建立健全农村社会保障体系。我国正处于加速发展农村社会保障制度的新时期,但多方面的因素阻碍了农村社会保障制度。户籍制度使得农村流动人口无法得到社会保障制度的有效覆盖;土地征用过程及土地流转过程的不合理损害了农民的社会保障权利;偏向于城市经济社会政策导致农村社会保障资源供给不足。因此,在户籍制度改革的过程中,要进一步加强农村社会保障的制度化、法律化建设,按照农村居民的社会保障补偿有利于广大农民的根本原则,不断发展和完善农村土地管理制度,以促进城乡社会的协调发展。
近些年来,我国加快了农村社会保障建设步伐,新型农村合作医疗试点逐步推进,农村最低生活保障制度快速发展,新型农村社会养老保险试点逐步扩大,中国农村社会保障体系框架基本形成。但是,农村社会保障制度却只有很小的覆盖面,水平低,区域差异大。随着改革开放以来,农村人口、经济、社会条件发生了巨大变化,原有农村社会保障己不能适应农民对其新的需求和社会经济发展。我国农村社会保障的发展还存在诸多问题,针对这些问题,本文提出了一些思考与建议。

Summary
Urban and rural economic and social development, prehensive construction affluent society, to construct a socialist harmonious society, changing the style of economic growth, requirement establishing a rural social security system. In recent years, our country accelerate the rural social security construction step, the new rural cooperative medical pilot step-by-step, minimum life guarantee system of rural down fast development, the new type of rural social endowment insurance pilot gradually expand, China's rural social security system framework and basic formation. Down However, the rural social security system is only a small coverage, and low level of regional difference is big, with the reform and opening-up, rural population, economic and social conditions changed, original rural social security for farmers to oneself cannot adapt to their new demand and social economy development. The development of our country's rural social security are still exist many problems, aiming at these problems, this paper puts forward some thoughts and Suggestions.
