洛宁产业集聚区发展现状及对策研究
摘要
我国经济发达地区现在由于资源、劳动力成本、环境、市场等因素影响,区域资本已经相对饱和,当地市场难以满足资本增值的要求,发达地区大批产业已开始向经济欠发达地区梯度转移。这个产业转移的战略机遇期,为河南这个经济洼地借助外力,培育优势产业,发展地方经济提供了绝好的机会,而产业集聚区的发展是承接产业转移的重要着力点和落脚点。
河南省当前发展县域经济、增强全省经济实力的重中之重是发展产业集聚区。河南省在承接产业转移、发展具有本地特色的产业集聚区的时候,得到了不少宝贵的经验,但也遇到了不少的困难和挑战。本文试图以洛宁产业集聚区为例分析河南集聚区所面临的机遇和挑战,并通过与上街装备产业集聚区进行对比的方法,分析洛宁产业集聚区发展的优劣势,为解决河南省在发展产业集聚区过程中遇到的问题给予一定的建议。

The Development Status and Countermeasure Research
For Luoning County Industrial Agglomeration Area
ABSTRACT
Under the influence of factors such as resources, labor cost, environment and market, capital has been relatively saturated in China’s economically developed regions. A large number of industries in developed regions have been gradually transferred to the developing regions because the local market is difficult to meet the requirement of capital appreciation. The industrial transferring provides a great opportunity to improve the local economy in Henan and petitive industries. And the industrial agglomeration area is the critical place to obtain the industrial transferring.
It is the most important economic strength to develop the industrial agglomeration area in improving Henan’s county economy and the overall economic strength of Henan province. Henan province gets valuable experience and also encounters lots of difficulties and challenges in the process of undertaking industrial transfer and developing the local distinctive industrial concentration. Taking Luoning industrial concentration area for example, this article is trying to analyze the opportunities and challenges that the Henan industrial concentration are faced with and find out the pros and cons of Luoning industrial concentration’s paring with Shangjie industrial concentration so that it can give some advice about solving the problems in the process of developing the industrial concentration in Henan.
