论文对环境规划理论及研究现状进行了分析总结,并对小城镇环境规划的内
容和技术路线进行了探讨,然后根据研究成果以西彭镇为例编制了生态、大气、
水、声环境等的环境保护规划。
分析归纳了环境规划的原则、原理和基本方法,提出了适合小城镇环境规划
编制的技术方法。提出了小城镇开展环境保护规划时所涉及的内容及编制的程序,
成果对指导小城镇环境保护规划编制具有一定的意义。
根据环境规划有关原理和方法,对西彭镇的环境趋势和污染负荷进行了预测和
分析。编制完成了西彭镇生态环境保护规划、水环境保护规划、大气环境保护规
划和声环境保护规划,并对规划实施的保障提出了具体的要求,分析了规划实施
后的环境及社会、经济效益。

ABSTRACT
The theory and study development on environmental programming are analyzed.
Content and technical route on the environmental programming of small town have
been discussed. Environmental protection layout (environment, air, water, noise) on
Xipeng Distinct has been finished.
The basic principle and technique are reviewed. Technical measures of
environmental protection layout weaving, which are suitable to small town, have been
put forward. The viscera and weaving program of small town environmental protection
programming have been obtained.
In the light of the relational principle and method the environmental trend and
pollution load are forecasted. The environment protection plan, water environmental
protection plan, air environmental protection plan and noise environmental protection
plan have been formed. And some safeguard mechanism are planned to guarantee the
implementation of the environmental programming. Environmental benefit, Society benefits
and Economy benefit on the actualizing of the plan is analyzed.
