随着我国国民经济的快速发展,我国政府在公共投资项目上的投资规模也逐年增加。公共投资项目的有效与否不仅关系到政府的投资是否落实到实处,更关系到广大人民群众的根本利益。为了鉴证、监督公共投资项目的运行情况,评价是否具有较高的投入产出比,是否达到设计的功能目标,就需要对公共投资项目进行绩效审计,而建立绩效审计评价指标体系是绩效审计的关键和难点。由于我国政府绩效审计起步较晚,且我国公共资金使用部门数量众多,公共项目类型复杂,所以长期以来一直未能形成统一、全面、可行的评价指标体系。这对我国进行绩效审计造成了很大的障碍。本文从公共项目投资的重要性和绩效审计中的不足出发,研究绩效审计评价指标的构建,并结合我国的实情提出相对适用、全面、可持续的绩效审计评价指标。

Abstract
With the rapid development of our national economy,our government in public investment projects investment scale has also been increasing year by year. The effectiveness of public investment projects is associated with the government's investment, and it also has influence on the fundamental interests of the masses. In order to verify and supervise the operation situation of public investment projects, and evaluate output-to-input ratio,and attain the function design goal. It is necessary to need audit performance. The key is to establish performance audit evaluation index system. The use of China's public find variety, and public project type plex, we have not form a unified prehensive, feasible evaluation index system. This paper studies the performance evaluation index of audit and according to our country's construction, puts forward the relative truth applicable, comprehensive and sustainable performance auditing evaluation indexes.

一、引言
“十五”时期我国全社会固定资产投资与“九五”%,%。预计到“十一五"时期固定资产投资仍将保持年均15%以上的增长速度。由于固定资产投资得不断增长,公共工程的投资比重也会相继的增加,虽然我国的投资主体逐渐多元化,但国家财政和政府投资依旧占据着主导地位。在2008年7月国家审计署颁布的《2008至2012年审计工作发展规划》中提出,“全面推进绩效审计,促进转变经济发展方式,以提高财政资金和公共资源配置、使用、利用的经济性、效率性和效果性,促进建设资源节约型和环境友好型社会的建设,推动建立健全政府绩效管理制度,提高政府绩效管理水平和建立健全政府部门责任追究制。到2012年,每年所有的审计项目都
