摘要
支线机场与支线航空的发展一直是民航乃至公众关注的话题,而其发展中又
充满着矛盾现象。从机场方面看,中小机场的总体旅客吞吐量在近两年迅猛增长,
但个体差异巨大、苦乐不均;从航空公司方面看,不少支线航班为航空公司带来
不错收益,但却伴随着飞行安全、运营保障压力。从旅客方面看,支线航班所带
来的方便不言自明,但有时甚至高于干线的票价却难以理解。从地方政府方面看,
吸引航空公司进驻对当地的交通改善、经济开发、形象提升大有裨益,但航空运
营的巨大成本与风险却比其想像大得多。从民航主管部门方面看,支线航空在各
种政策激励下有了长足发展,但与预期仍然有很大差距。
本文明确了支线机场的定义,从支线机场发展的背景入手,对重庆地区支线
机场的现状进行了剖析,并对重庆地区支线机场建设筹资模式和运营管理提出了
自己的见解。
文章首先对支线机场发展的背景进行了分析,从机场发展的总体情况、国内
外研究现状和发展趋势等多个方面进行了细致研究,指出了支线机场作为公共基
础设施存在的重要意义并提出了以后发展的方向建议。
其次,展开了对重庆地区支线机场的现状、问题和发展的剖析,剖析内容涉
及:重庆地区支干线机场的基本情况、发展意义、存在问题、发展定位及发展情
景等多个方面。通过深入剖析,为探索支线机场发展模式打下了基础。
再次,结合前面研究结果,对重庆地区支线机场的建设和筹资模式进行了探
索。文章从支线机场建设存在的困难入手探寻其建设规划,再从国内外支线机场
的主要筹资模式和影响支线机场筹资的主要因素入手提出对于重庆地区支线机
场筹资模式的相关建议。
最后,文章针对支线机场运营过程中普遍存在的问题,如:基础设施薄弱、
专业人才缺乏、缺乏专业管理、业务量偏低、航线覆盖薄弱、非航业务不足等方
面,提出了自己对于支线机场管理体制改革方面的建议。

Abstract
The development of regional airport and regional aviation has been
the topic of civil aviation and even the public, and its development is full
of contradictory phenomena. From the aspect of airport, the general
passenger throughput of medium and small airport is growing fast in the
last two years, but the individual difference is huge, unfair treated; From
the aspect of airlines,many regional flights bring good e to airlines,
but along with the pressure of flight safety,operational security. From the
aspect of passenger, the convenience of the regional flight is self-evident,
but sometimes the price of a ticket which is even higher than the trunk
airport is difficult to understand. From the aspect of local government,
attracting airlines is goog for the improvement of local transportation ,
development of economic, promotion image, but the huge costs of
operating and risk is
