摘要
本大纲是依据《中华人民共和国环境保护法》、《中华人民共和国环境影响评价法》、《建设项目环境保护条例》等各项法律法规和各项规章制度对某造纸项目环境影响评价大纲进行编制。
在此大纲中,主要对该造纸项目做了项目概况,工程分析,环境现状调查与评价,环境影响识别和评价因子筛选,环境影响预测与评价,环境保护措施与对策,环境风险分析,环保投资估算与环境经济损益简要分析,环境监测与管理,公众参与,评价结论,提交成果,组织分工与工作进度安排,评价工作经费等环评工作。
综合各项工作,以此开展制浆造纸技改项目环境影响评价报告书的编制工作。

ABSTRACT
