近年来,代建制在我国各个地区广泛推行,取得了较好的效果。工务局模式在
香港的成功应用使得工务局模式这种集中代建的模式被越来越多的城市采用。然而
在实际应用中,政府委托集中代建模式存在着各种各样的问题需要解决。这其中,
代建制机构的激励问题的研究仍然处于起步阶段。
本文围绕政府委托集中代建项目的特点进行了深入的分析,包括集中代建模式
区别于其他代建模式的特点、集中代建项目区别于普通项目的特点等,并研究了目
前国内政府委托集中代建项目在各地的应用情况。在这个基础上,文章提出了建立
集中代建项目绩效度量指标体系的重要性。随后,文章对集中代建项目绩效的构建
思路进行了细致的研究,从代建机构内部管理需要、社会公众对项目的评价、项目
绩效形成机理三个构建思路考虑指标的选取,认为建设项目绩效的构成一共有 5 个
维度即进度、成本、质量、社会、环境。在这五个维度的基础上,根据选取原则及
选取流程,构建了适应于集中代建项目特点的项目绩效度量体系。在接下来的章节
考虑了指标的内涵和标度的设计,并分析了绩效度量体系与项目后评价体系的区别,
并利用层次分析法和专家打分法对项目的指标进行了赋权和评价,同时分析了项目
评价的主体。最后将指标体系应用于实际项目中进行运算和验证。研究成果对集中
代建机构建立激励机制提供了参考。

Abstract
Recently, the Construction Agent System is widely implemented in lots of cities in
China, and achieved good results. The essful application of works bureau in Hong
Kong makes more and more cities start to use the model of works bureau. However, the
Construction Agent System has plenty of problems to be solved in practical applications.
The study of stimulation mechanism under the Construction Agent System institutions just
starts lately.
This thesis focus on the specificities of the model of works bureau, and study the
difference between the model of works bureau and the Construction Agent System ,and
the difference between the project under the model of works bureau and other normal
project. The thesis also study on the application of the model of works bureau in different
cities of China. The thesis study on the performance evaluation of the project under the
model of works bureau. The building of the performance evaluation system under the
model of works bureau is basic on three aspects, the demand for managing works bureau,
the public evaluation and the stimulation mechanism of the project. The performance of
project is basic on 5 dimensions: time, cost, quality, public evaluation, environment
