0前言
Introduction
工程造价的含义一般是指工程建设所需的全部建设费用,又称建设项目总投资。是从工程项目的可行性研究直至项目竣工使用所花费的全部建设费用之总和。它主要由固定资产投资和流动资产投资构成,其中固定资产投资由建筑安装工程费用、设备工器具购置费用、工程建设其它费用、建设期贷款利息、预备费等费用组成。

面对国际市场的竞争,我国工程造价管理相关部门正在制定与“工程量清单”“静态控制,动态管理”模式相配套的法律法规,普遍采用“工程量清单”等国际通用的模式,逐步完善工程造价咨询业和工程担保制,将工程造价管理信息系统设计成基于互联网上运行的系统,以互联网为信息收集和传递系统,使其真正为工程造价参与各方提供高效、快捷、准确的信息,形成面向造价管理全过程的软件平台。
