论经营者业绩评价指标的选择——基于激励报酬契约的视角

摘要
经营者业绩评价与激励机制是一个问题的两个方面,互为依托。一方面,经
营者业绩评价系统是激励机制的基础,为激励机制提供依据,如果没有健全的经
营者业绩评价系统,激励将变得毫无意义;另一方面,激励机制影响业绩评价的
具体内容,随着激励理念、方式的变化,经营者业绩评价的具体内容将发生变化。
然而,经营者业绩评价指标的选择是经营者业绩评价与激励机制相结合的关键。
因此,基于激励报酬契约视角的经营者业绩评价指标选择,有利于解决“代理人
问题”,降低代理成本,提高经营管理水平,提高经营者的积极性。
经营者业绩评价是企业业绩评价的一个层面,企业业绩评价是对企业整体经
营状况的反映,比经营者业绩评价更综合、更全面。然而,我国现有的企业业绩
评价体系难以反映经营者的业绩,不能有效地激励经营者。
本文借鉴会计学、经济学和管理学等已有的研究成果,将报酬契约作为经营
者业绩评价体系的构成要素之一,系统地将经营者业绩评价与经营者激励报酬契
约相结合。并具体分析了传统的净收益和股价业绩评价指标的不足,提出以经济
增加值(EVA)和市场增加值(MVA)相结合作为激励导向的经营者业绩评价指标,
并以所选择的业绩评价指标为基础,设计了长期激励与短期激励相结合的经营者
激励报酬契约。最后,指出中国企业实施激励导向经营者业绩评价应该注意的问
题。

ABSTRACT
The operator performance evaluation and the incentive mechanism are two aspects
of the same question, backing mutually. On the one hand, the operator performance
evaluation system is the foundation of the incentive mechanism, and provides the basis
for the incentive mechanism. If there is not the perfect operator performance evaluation
system, incentive is unmeaning; On the other hand, incentive mechanism influences
contents of the operator performance evaluation, which changes along with the idea
and the way of incentive. However, the choice of the operator performance evaluation’s
index is the connection between the operator performance evaluation and the incentive
mechanism. Therefore, the choice of the operator performance evaluation’s index based
on the incentive reward contracts is advantageous to resolve the agent question, reduce
the proxy cost, raise the level of the management and enhance the operator's
enthusiasm.
The operator performance evaluation is a part of the enterprise achievement
evaluation which displays the situation of the whole enterprise. The enterprise
