基于多层次模糊分析法的科技招标项目评标
摘要
科技项目招投标机制是政府优化科技资源配置,提高科技经费的使
用效率的一种新尝试。科技招标项目评标过程中涉及众多因素,而且因
素的描述方法也不尽相同,因此它是一个典型的定性与定量相结合的非
结构化决策问题。如何科学合理地建立科技招标项目的评标体系,客
观、公正、高效地来选择中标单位,是科技项目招投标工作能否成功的
关键。
论文根据科技招标项目评标工作的特点,通过研究国内外先进的科
技评价方法,从科技招标项目评标的三个核心问题(评标体系的建立,
评价指标的权重,中标单位的优选)入手,开展科技招标项目评标体系
和评标方法的研究。论文中基于 SMART 准则来构建科技招标项目评标体
系,应用层次分析法来确定各评价指标的权重,应用模糊优选模型来选
择中标单位。论文中应用 MATLAB 软件编写了层次分析法、模糊优选模
型的计算程序,使该方法更加简单易用。论文中以科技攻关项目为例,
应用多层次模糊评价法开展实例分析,取得了较为满意的结果,证明该
方法可行的,对于处理定性与定量相结合的非结构化决策问题,具有一
定的推广价值。

FUZZY APH BASED EVALUATION OF
S&T PROJECT BIDDING
ABSTRACT
The public bidding of S&T projects is a new attempt for the government to optimize the
distribution of the scientific resources and to improve the efficiency of the scientific
expense. The evaluation of the bidding concerns various factors with quite different
descriptions respectively, so it is a typical qualitative and quantitative non-structural
decision-making problem. The key factor for the ess of the public bidding of S&T
projects is to build the evaluation system reasonably and choose the anization
objectively, equitably and efficiently.
According to the current situation of the evaluation process, starting from three crucial
problems in the evaluation, namely construction of the evaluation system, weight of the
evaluation indexes,and selection of the bidding unit, in this thesis study is made on the
system and methods of the public bidding of the S&T projects through the study of the
advanced evaluation methods home and abroad. Based on the SMART principle, the
evaluation indexes system is first created. And then Analytic Hierarchy Process(AHP) is
utilized to set up the weight of the indexes, and fuzzy optimization mode is applied to
