随着我国水利信息化进程的不断深入,我国电子政务的建设,已经从简单的政务信息上网阶段,进入到政务信息的共享阶段。在这种形势下,东营市水利局电子政务系统的建设被提上日程,成为水利局当前迫切要完成的主要任务。
信息化是手段,不是目的。在东营市水利局电子政务系统的设计过程中,基本的指导思想是以信息的共享为主要目标,同时兼顾信息的发布。基于此,本课题始终围绕困扰水利信息共享的主要环节,采用主流的信息化技术,以提供信息共享的平台为目的,同时提供信息的发布,以此实现水利信息的价值,并提高东营市水利局的信息化水平。
本课题在调研我国水利的信息化趋势和东营市水利信息化现状的基础上,对东营市水利局相关数据进行分析,采用SOA等技术设计并实现了东营市水利信息平台,并基于此平台建设了东营市水利局电子政务系统。水利信息平台是一个基于Web的水利数据共享和交换的平台,包括水利信息的提交入库、水利信息的加工与服务发布和水利信息请求的处理及响应等,主要解决的问题包括:采集的原始水利信息的入库;水利信息的结构化及管理;水利信息的服务发布;水利信息的服务请求与响应。
在水利信息平台的基础上,课题初步探讨了水利信息的标准化问题,并实现了一定功能的东营市水利局电子政务系统,主要包括东营市黄河流量监测、黄河中下游水情监测和引供水用户意见及反馈等,具有一定的现实意义。

ABSTRACT
After years of development, e-government has gained a lot of achievements in China, and a great deal of information resources and experiences have been accumulated. How to ensure the achievement of the effective development and utilization of information resources has e one of the key subjects for government information construction. In this paper, the existing problems of the construction and integration in e-government information construction are briefly enumerated, and the significance of the data exchange system in the development and utilization of information resources is analyzed.
The subject of the information in the research trend of China Water Conservancy and Water Information Status of Dongying City, based on the Water Conservancy Bureau of Dongying City, analyzed data, using SOA technologies such as design and implement water information platform in Dongying City, and based on this platform of the Water Conservancy Bureau of Dongying City, e-government system.
