ABSTRACT
The core business of tertiary educational institutions is the creation of knowledge and manpower training for national development. Little is known about corporate real Estate management practice in tertiary educational institutions in Africa and how this helps the core business. In this research we devise a framework and key performance measures to evaluate how corporate real Estate adds value to the core business and wealth of the tertiary educational institutions directly or indirectly. We use tertiary institutions in Akwa Ibom State, Nigeria, for this study. In addition to synthesizing previously developed models and empirical research, the case study and survey approach was used to investigate petence of the property management units in the tertiary educational institutions. It was found that the concept of corporate real Estate management was strange to the educational institutions investigated. None of the tertiary institutions investigated has on its staff a trained Facility Manager or Estate Manager. None of the educational institutions has a department dedicated to the use of corporate real Estate management techniques to assist the institutions in achieving its corporate goals.

BACKGROUND TO THE STUDY
Adult illiteracy rate in Africa in 1980 stood at 50% and in 2001, it had declined to . In Nigeria, adult illiteracy was % and % in 1980 and 2001 respectively. If this national figure is used in estimating the illiteracy rate in Akwa Ibom, it would suggest that Akwa Ibom has about one million people who do not have formal education, with preponderant proportion being women. Thus, the State falls short of the 100% illiteracy rate and this is needed for effective socio-economic transformation of the State.
