闯红灯车牌的识别
摘要
随着我国经济的发展和汽车拥有量的急剧增加,公路交通已成为
我国重要的交通运输途径,是国家大力发展的基础设施。日益拥堵的
城市交通需要用更先进、更有效的交通管理、控制。利用电子信息技
术未提高管理效率、交通效率和安全的智能交通系统 ITS 己成为当
前交通管理发展的主要方向。
车牌识别(LPR)是智能交通系统中关键技术之一。以车牌识别为
基础,可以对车辆进行自动登记、验证、监视、报警,进而可以应用
在多种场合,如高速公路收费系统;道路、卡口监控系统;小区、停
车场收费;监控系统和车流统计等。在本文的研究中以模式识别和图
像处理技术为基础和基本手段,结合新兴领域的理论工具——小波分
析,分别对车牌分割、车牌图像去噪和车牌字符识别三个方面做了系
统研究,并提出了有效的解决方法。
最后在理论研究的基础上,本文中采用了 matlab 对相应的算法
进行了实现,构建了一个车牌识别系统软件平台。

RECOGNITION
ABSTRACT
With the fantastic spur in economy and rapid development of the
owning amount of automobile, the highway traffic es one of the
most important transportations in our country. And now it is
infrastructures that the country developed energetically. Also crowded
urban traffic needs more advanced and more effective traffic
administration and control system. So Intelligent Transportation
System(ITS) which makes use of electronic information technology to
raise management efficiency, traffic efficiency and traffic security
es main direction of traffic administration.
License Plate Recognition (LPR) is one of the critical techniques for
the Intelligent Transportation System. The system can automatically
register, verity and monitor vehicle or report to the police with automatic
recognition for vehicle license it can be used in many kinds of
occasions,such as the charging system of expressway,monitoring system
at road and roll-gate, charging and monitoring system at the district,
parking area,the system counting the quantity of vehicle passing in a
certain period time, etc.
