摘要:公平、合理地分配补偿资金,有利于保护公益林。笔者首先阐述了补偿资金分配原则;其次,运用公平理论、产权理论、公共物品和外部性理论分析和论证了目前中,公益林所有者的产权收益不能实现,政府必须干预解决;第三,提出补偿资金分配应该考虑公益林的成本、质量、需求程度、重要性程度、面积和经济损失等因素,并且进行了分析;最后,论述了补偿资金分配标准的确定方法,提出国有的公益林应该以公益林成本核算为基础确定补偿资金的分配标准,非国有的公益林应该以经济损失核算为基础确定补偿资金的分配标准。总之,政府必须建立公平、合理的补偿资金分配机制,以便激励公益林建设和保护,改善生态环境。

Discussion on Ecological pensation Funds Assignation of mercial Forest

Abstract: It is favorable for mercial forest protection to pensation funds fairly and reasonably. Firstly, author expounds allocation principle pensation funds. Secondly, it is demonstrated and analyzed by equity, property right, public goods and external economy theory at present pensation funds assignation of mercial forest is unfair, and that owner of mercial forest does not obtain e of property right in China. Government must solve the question. Thirdly, the author discusses influence factors pensation funds allocation, including cost, quality, demand degree, importance degree, area, loss of mercial forest and so on. Finally, the paper expounds account method pensation funds assignation standard. Author put forward pensation funds assignation standard of state mercial forest is ascertained by cost account, and
