摘要: 通过对云和县原料林基地建设现状进行调查分析, 发现原料林基地建设中存在小而散的山林, 影响了原
料林的规模经营、资金投入严重不足和科技含量不高等问题。提出加快林权制度改革, 盘活森林资源; 创新方
式, 建立原料林建设和管理长效机制; 完善规划, 细化原料林基地建设年度设计方案; 加大科技扶持力度, 提
高原料林建设质量; 摸索新形式, 加大原料林建设资金投入等发展对策。

Abstract: By the investigation and analysis of the construction status of raw material forest base in Yunhe, some p roblem s
