摘要
FDI(外商直接投资)对东道国的影响很早就引起了学者们的广泛关注,在理论研究中,以前理论和实践研究的重点在于国际直接投资发生的原因及其正面效应,国内外学者已有研究成果对FDI的正面效应已经达成共识:即经济增长的效应、技术溢出效应、产业带动效应、就业效应等。但是现在,逐渐对FDI的负面效应也有所侧重,学术界对于FDI负面效应的研究目前还处于起步阶段,现在国外学者主要从FDI对东道国的经济增长、产业强化、技术扩散和市场结构四个方面所造成的消极影响进行了研究。而且东道国不再是投资的被动接受者,而逐渐从自身的角度理性的审视FDI所带来的正负效应。
本文从经典的理论回顾出发,综合论述了前人学者们的研究,指出今后的研究方向和发展趋势。结合当前中国具体国情,通过分析FDI理论和过去33年中国利用外资的情况,进而分析中国吸引FDI的正负效应,对如何调整我国利用外资的政策给出了新的建议。

Abstract
The influence of FDI (foreign direct investment) to the host had caused scholars’ extensive attention very early, and in the previous research of theory and practice, the focus is the reason that FDI happened and its positive effect, scholars at home and abroad already have mon understanding to FDI’s positive effect: the effect of economic growth, the effect of technology spillover, the effect of industrial driving, the effect of employment, etc. But now the negative effects of FDI had been stressed gradually by scholars. FDI research is still in its initial stage, now foreign scholars studied mainly from FDI’s negative influence in four aspects: the host country’s economic growth, industrial reinforcement, technology diffusion and market structure, and the host countries are no longer investment passive recipients, and gradually examining FDI’s positive and negative effects from their own Angle.
This paper based on the classical theory and the previous scholars’ research, and pointed out the future’s research direction and development trend. Combining the current China's specific conditions, it analyzed the FDI theory and China's utilization of foreign capital in the past 33 years, and then analyzed the positive and negative effects to attract FDI, and it gave new suggestions on how to adjust China FDI utilization's policy.
